1. Determine subsidies

it is known that Shandong Province is a four class electricity price area. In 2018, the wind power tariff was 0.57 yuan/kwh, and the coal-fired benchmark electricity price in Shandong Province was 0.3949 yuan/kwh. It can be seen that the local kilowatt hour subsidy was 0.1751 yuan. The notice clearly states that for projects adopting the market transaction mode, the subsidy standard for wind power is determined by subtracting the benchmark electricity price of local wind power from the benchmark electricity price of coal-fired power (including desulfurization, denitration and dust removal electricity prices) and is moderately reduced. If the capacity of a single project does not exceed 20 MW of infrared radiation that can block the ambient temperature, the reduction in the demand for kilowatt hour subsidies shall not be less than 10%; If the capacity of a single project is more than 20 MW but not more than 50 MW, the reduction in the demand for kilowatt hour subsidies shall not be less than 20%. In addition, if the first graphene touch screen of the project will be listed within 35 years and the subsidy will be voluntarily abandoned, the capacity limit will be relaxed. 2. In the pilot project of market-oriented transaction of distributed generation, the "fee" is formulated by the provincial (District, city) price department in accordance with the relevant provisions of the national transmission and distribution electricity price reform, and reported to the national development and Reform Commission for the case of weak enterprise innovation ability. Before the verification of "fee passing", the transmission and distribution price of the highest voltage level involved in the market-oriented transaction of distributed generation will be deducted temporarily according to the provincial power transmission and distribution price (including policy cross subsidies) corresponding to the access voltage level of power users. The basic situation of the approved transmission and distribution electricity price in each province is shown in the figure below

3. Determine the range of sales electricity price

when the consumer side is 35kV, the electricity price is 0.6056 yuan/kwh. The particularity of this situation is that the voltage level at the user side is consistent with that at the transmission and distribution side. According to the current provisions of the notice on toll collection, theoretically, the toll collection is 0, and the specific charge standard is calculated according to the toll collection standard determined by the local electricity. In this example, it is temporarily calculated according to the charge of 0. It can be seen that the minimum sales price of the project is 0.6056 yuan/kwh (excluding subsidies), and the maximum is 0.6056+0.158=0.7636 yuan/kwh (including subsidies)

4. Determine the maximum electricity price discount that can be provided for the user side

on the premise of ensuring the internal rate of return of capital fund of 8%, the sales electricity price including value-added tax is calculated to be 0.531 yuan/kwh, 0.531/0.6056=87.68%, 0.531/0.7636=69.54%. Therefore, determine the maximum electricity price discount that can be provided for the user side according to the actual subsidies received.
